This is the second picture of the evil_weed that shows the flower. What is this? And how do I get rid of it? Must I did up all the soil that might have it? And the runners under the driveway that come up through the asphalt?

Hello. This weed is known as Horse Nettle in our area... sometimes referred to as Sand Briar. Here are two websites for additional information:

As those websites point out, this is a native weed to the southern US, but has spread all the way into Canada. It spreads by seeds mainly, so be sure to remove the plant before it goes to seed if possible. Any broadleaf herbicide would be appropriate for killing this weed, just remember to follow the label instructions and directions for use.
