Can I trim Oak trees in the summertime?

I live near Granite mountain, Prescott, and would like to trim dead wood out of oak trees on my property.

Can I do this any time of year, or is there a time which is particularly benificial or particularly harmful?

I'd like to do it now (summer) if possible, but am concerned about insects attacking the tree cuts.

A related question --do I need to tree-seal all the cuts? In some states that is absolutely critical, but not sure about Az. Thank you! John

Dead wood can be cut out any time of the year. No sealer is need on trees in Arizona post pruning.
