I have an Amur Chokecherry tree that is suddenly wilting. It's sibling across the yard is very healthy. No sign of fungus. What could be the issue?

Without some good quality photos of the tree and leaves I can't be certain what is affecting your chokecherry. The first thing that comes to mind, however is Verticillium Wilt - a serious disease that affects many plants. Here is a link that describes the disease and symptoms:
