With out a picture, this answer is a bit of an educated guess. White pines, like most other pines, have male and female cones. The female cones tend to occupy the top of the tree while the male cones are lower on the tree. Once the male cones have released their pollen, the mission is complete and the cones are shed. This is what I believe you are seeing. Most white pine problems of concern, tend to be foliage related.
