Clare County Michigan blueberry production winter injury

My guess is that you are seeing winter injury. Blueberris can be injured by temperatures below -10 F, which is why the commercial industry is located on the Lake Michigan shore. Examine the shoot tips and look for large buds that did not grow. These were the flower buds containing flower clusters all of flowers were killed in the winter. Are all the bushes the same variety? The smaller one may be more hardy or simply protected from the cold by snow.
