Who is eating my young corn plants?

Young corn plants are 3 or 4 inches tall but I've found some of them limp. When I examined them there was at the ground level a cut half the diameter and when I looked into the corn plant stem, it was hollow about half an inch up the stem. Is there a corn cut worm? My wife thinks it was a crow and I think maybe it was a slug. The garden is enclosed with a 7 ft netting with 5 rings of electric wire.
