Oak leaf drop

We have 2 pin oaks in our yard which have lost foliage on some of their lower branches over a period of several years. When the leaves drop, they are in a cluster of about 4 to 8 leaves. Can we expect this to continue until the trees need to be removed - they are about 40 years old - or is there an effective treatment for this problem?
