Creeping Jenny

Is Creeping Jenny considered an invasive plant in Oregon? We live in Lake Oswego and have planted Creeping Jenny as a ground cover in some of our perennial beds. I have read that it is NPSO, "recognized but not considered a high impact species". What does that mean? I have also read that Creeping Jenny is okay as long as it is kept contained in beds or pots. Thank you for your help.

It is on the 4-County Cooperative Weed Management Area's list of weeds that should not be shared and should be eradicated or at least controlled in your yard. You need to keep it contained in your beds in your yards. Attached is a booklet listing native plants, including some ground covers that are encouraged in our area.
