Is there any shrubs or tall grasses you can plant the will handle dog urine?

Unfortunately, there is no good answer to this problem. As long as the dogs have access to the grass, there will be some problems. Liming and fertilizing your grass according to a soil test will help keep the grass healthy and lessen your problems. In the summer when lawn burn from the urine is more of a problem, water the lawn (if possible) to dilute the urine. If you are trying to have grass in a small confined pen, it will be very difficult, if not impossible. If the dogs are roaming over a larger area then it might be possible to reduce the problems.
