Why do I have to peel my potatoes for canning, when I am using a Pressure Canner? A pressure canner should kill any botulism, correct?

It is safe to can with the peels on. The problem is that the peels will, of course fall off the potatoes and will be unappealing in the jar. It is a food quality issues, not a food safety issue.
