My peonies come up, look healthy, form buds, but never flower. The buds simply die. The buds form to the size of a marble and then simply die. A flower never comes out. This has happen the last two years. Tell me what to do.

Sounds like boytritis blight...you need to clean the old foliage out after a hard freeze in the fall and discard it. As soon as the peonies come up spray them once a week or so with mancozeb or copper sulfate...these are fungicides that help protect the plant from fungal pathogens.
