we have a 20yr old purple leaf plum tree that has several dead branches on it and only a few branches have bloomed this year.Should we assume the tree is dead or just needs pruning? Could someone look at it for us?

I am sorry to say that your purple leaf plum tree (Prunus cerasifera) has reached, in fact over-reached, the limit of its longevity. The average is 10 to 15 years. It will continue to decline. You can prune out dead branches to improve its appearance until you remove it. You can plant a new tree this May and June or wait until October to avoid stressing the young transplant.
