Front yard tree

We have a tree in our front yard, which I believe is a river birch, that keeps dropping a lot of arm-length sized branches each week. I am concerned that it might be dying, but it continues to sprout green leaves every year. Is there any advice you can give me to either revive it or tell me if it is indeed dying?
