My pine is turning brown on the bottom which I don't believe will come back. Am I over watering or under? It's by a glass front door so receives light.

There is still a chance for the base of your pine, if the twigs are still alive and if the new buds break and begin to grow, even if the older foliage has turned brown. How often do you water the plant? How large is this plant and what is the size of the pot in which it is currently planted? This will help to determine if the problem is over or underwatering.
