Caterpillars on my arborvitae shrubs

There are about 3-4 caterpillars per tree. They are brown with rust colored fuzz and some golden yellow in their "fuzz." Are these bagworms? I need to know how to get rid of them. I have 20 arborvitae (each 6 feet tall), planted 18 months ago here in Coos Bay, OR and they are doing really well up until now.....Please I can use any info you may have on this~ Thanks!

Spinosad is an organic insecticide that might be useful in this case (see http://www.livingwithbugs.com/spinosad.html for more info on this material; note, this is my personal website, your county Extension office will have additional information).
