Best ferilizer for perennial beds

I used to fertilize my perennial beds three times, early May, early June, and early August. In past years I decided to use Osmocote (14-14-14) and fertilized the beds only once, in early May. I think that Osmocote changed their formula. The middle number used to be higher than the other two, meaning that it had more phosphate. Now I'm wondering if there isn't a better ferilizer for my flowers. Something that might give them more of a flowering boost. I would appreciate your opinion on this.

If your beds are heavily amended with organic matter, no fertilizer may be necessary. If you have not tested the soil in your beds for several years results will give pH and nutrient deficiencies. http://extension.umd.edu/hgic/soils/soil-testing
