Can I grow potatoes from potatoes bought at a grocery store?

I would like to grow potatoes this year. I read somewhere that potatoes seeds have to be bought from a reputable dealer. However, it seems that potatoes could be grown from potatoes that are bought at a store, e.g., Safeway or Whole Foods. Can you give guidance on the pros and cons of purchasing potatoes from a reputable seed dealer and potatoes purchased from a grocery store?

Seed potatoes are certified disease free, whereas grocery store potatoes are not. We recommend that you purchase seed potatoes. vw
