When should I plant herbs?

I'm going to grow herbs for the first time this year -- wormwood, fennel, melissa, costmary, hyssop, angelica. Is it time to plant outside, or should I start the seeds indoors? I live in Springfield.

You can start seeds indoors (pay attention to the germination rate and proper temperatures), or transplant seedlings outdoors (follow labeling directions for ideal temperatures, conditions, and planting instructions). Just beware of any freezing temperatures, since we are still officially in winter. With the warm weather we've been experiencing, you should be able to grow things outdoors, but again, be sure you have some type of protective covering (a cloche or row cover) for new, tender plantings.
