A specialized meat processing variance is not needed for adding celery powder. But a product that has celery powder added and no nitrate/nitrite added would be considered a cooked and/or uncured product and be limited to a 7 day shelf life. If this product is being vacuum packaged, a Reduced Oxygen Package (ROP) variance would still be needed.
Your area inspector can also help answer questions related to your specific need of a variance because they are more familiar with your operation and processing.
