How can I prevent deer from eating my plants?

I have a question to help my mother-in-law. She lives right outside San Antonio and has a terrible problem with deer. She would love to have a nice plant/flower garden but every time that she plants any type of flowers or plants, the deer eat them up. She does not want to hurt the deer, but she does want to enjoy a garden. Do you have any suggestions?

Hello,

Building a high fence is really the best answer.

Possibly a dog?

Using repellents such as liquid fence?
