What's eating my chives and onion sets at ground level?

What's eating my chives and onion sets at ground level? Fences are up but may not keep
out squirrels or rabbits 100%, and I do have lots of slugs. Everything I've found online is conflicting. Some say none of these eat onions, others say they might. One box I have onions in is off ground level, on top of a straw bale, under fabric. I can only see a squirrel getting these, maybe a slug. What do you think?

We cannot say for sure what is feeding on your vegetables. Could be squirrels or rabbits. If there is green growth and no other food sources they could be culprits. You can also look around in the soft soil or snow for tracks which may give you a clue. Make sure your fencing is secured to the ground or buried a few inches in the ground. A simple 2 foot chicken wire fence will work.
Make sure the fabric is secure on the box.
