I have read where aluminum covering was a permanent solution for carpenter bees, What if the aluminum is applied over the winter months? What will the carpenter bees then do after hibernation?

If you cover the structure with aluminum while the bees are hibernating. They can't get out in the spring and will die within their tunnels. Other bees will not be able to access the wood siding afterwards and will find other places to make their tunnels.
