I saw this plant in Toronto and would like to know what it is.

This is called obedient plant (physostegia), which is a perennial native to Maryland.
It is referred to as obedient because it has the unusual ability which allows one to readjust the direction which the individual flowers face. You can actually push them about halfway around the stem. This is an easy plant to grow and gives a nice kick of late summer color when other plants are getting tired.
