How can I get rid of slugs on cabbages?

How to get rid of slugs from my cabbages? I first only noticed some small worms eating the leaves. When I got the advice from my neighbor to use some bio kind spray, they are Ok. But then when the cabbages are almost done, the slugs got inside the cabbages with holes. I used seven and the kind of spray, or some dishes of beer but did not work. I also want to ask if I need to cut the bottom leaves of a cabbage while they are growing?

No, you do not have to remove the outer leaves. However, if they are so eaten up that they are yellowing and not contributing to the plant, then you can remove them.
