Does phytophthora blight in peonies affect the peony roots?

How can I be sure if my peonies have it? I just moved some, thinking they were too wet and were getting spots. But the tubulars were very strange looking.

Phytophthora affects mostly the lower part of the plant--leaves, stems crown, and roots. If the disease is present, the fleshy roots are likely to be black, mushy, or desiccated.
