How can I get rid of garden fleahoppers?

My garden is overrun with garden fleahoppers. Started on basil, arugula and now progressing to zucchini and beans. The large zucchini leaves can have 10 or 20 of these things that are turning about 50+% of the leaf into yellow spots. The arugula and basil are essentially destroyed. So far they are not on the tomatoes. My garden center said to spray with Bt but after 2 1/2 days their numbers have not diminished (that was before I had identified the problem as fleahoppers, but they did examine an arugula plant.) How can I get rid of these bugs?
