What should I do about the leaves that are dying on my bur oak tree?

I live in the Saint Anthony Park neighborhood of Saint Paul. There is a forest lot behind my house with a couple of mature oak trees that appear to be dying. Now one of my bur oaks has leaves that are dying. I'm concerned about oak wilt or bur oak blight. I have two questions: 1) What steps should I take regarding my tree? and 2) What steps should I take regarding the dying oaks on the vacant lot behind my house.

You will need to know which of these, if either, is affecting your oak so that you will know what to do for treatment.

As far as the trees in the vacant lot, I would call the City of St. Paul to see if they can send an arborist out to check them out.
