I have root rot at the base of my shag bark Hickory. It was infested with ants but I have destroyed these. Can I now spray with Agri-Fos systemic fungicide and the fiil the cavity with cement? Thanks for you help.

The label on Agri-Fos says to apply before disease development, so if you already have decay which the ants indicate you do, it would probably not be effective. Filling with cement is definitely not recommended. I would encourage you to have a Certified Arborist inspect the tree to determine the extent of decay and recommend what actions should be taken.
