What is the best time of day to water gardens?

I'd always read that gardens should be watered early in the day so that the water would not sit on the leaves overnight and promote fungus. Others have said that watering during the day will cause the sun to burn the leaves. Could you please comment and advise?

It is still best to water early in the morning, but water at soil level. That way the leaves will not get wet. I'm sure you'll find this is a much better way of doing things, and your plants will love it.
