I have brussel sprout plants that are close to maturity. They have done amazingly well, but now a couple of plants are full of very tiny white flying insects of some kind and the leaves of these plants have round whitish spots on them - shadowy - they look like they could be some kind of mildew. The spots are not large, smaller than a dime. So, I'm wondering what this is.

Sounds like you have a couple of insect pests on your brussel sprouts, one is white fly and the other are harlequin bugs. Attached is a publication from our GroEatIt website. http://extension.umd.edu/growit/insects/whiteflies
