I have both a white fly infestation and downy mold issue in 2 different areas...

I have both a white fly infestation and downy mold issue in 2 different areas of my garden. I understand that part of the problem is that the spores and insect larvae can over-winter in the soil. Is there anything I can do or add to the soil to help prevent this next season? We also seem to have a regular fly issue in the same area as the whiteflies. Any suggestions on how to get rid of them? Thanks

Also look at powdery mildew. It's more likely that is the problem than downy mildew.
