Your coneflower has Aster Yellows. It's a phytoplasma carried by leafhoppers. leafhoppers feed by sucking the sap from plants and transmit the disease from plant to plant. You will need to remove all of the diseased plants in order to stop it from spreading. Geraniums, verbena, salvia - are all species of plants that are less susceptible to the disease that you plant there instead.
