What is causing this damage to my pepper plant leaves? Is this a disease, insect damage, damage from insecticidal soap and or horticultural oil used to treat spider mites, nutritional disorder or something else? Thank you in advance for any advice you can give me, Jackie

From your photos it is possible that the leaves of the pepper may have sustained damage from your soap and oil sprays. They can penetrate the tissue and cause damage to the leaves. It is also possible that the plant may have a virus. We cannot say for sure.
AT this point, do not spray for mites. Monitor the plant for additional symptoms and see if it sets fruit. You can send additional photos.
