Hello,
Without seeing a photo or sample it is hard to tell what is causing the walnuts to drop. Many things could be occurring from poor pollination, weather issues, walnut blight, husk fly or others.

Do you apply anything to the trees, do they receive irrigation?

Below are a couple publications that may help:

http://ir.library.oregonstate.edu/xmlui/bitstream/handle/1957/20433/em8907.pdf

http://ir.library.oregonstate.edu/xmlui/bitstream/handle/1957/18027/ec631.pdf?sequence=1

If these publications do not solve the mystery of your walnut trees, you can bring a sample of the walnuts to the Clackamas Co. Extension office and they can assist you in identifying if there is a disease or insect present.
