I own twenty acres in north west licking county. It is mostly tree covered with a stream (Otter fork creek) that runs through it. Is there some type of farming I can do, or program that exists that would help off set the taxes of the property?

Check with the Licking County Auditor's office and talk to the person who handles CAUV . That person could help you understand the requirements needed to get your forested land into the CAUV program. It most likely would require a management plan.
