If you are hoping that there are plants that will live in very dry soil, the list is going to be short. You can look at succulents like tall and short sedums and there is a native cactus. You can also explore an area called xeriscaping. This is a type of landscaping that uses plants that, once established, get by with a minimum of water. Once you know your cold hardiness zone, you can look at various websites and see what appeals to you.

Or you can incorporate compost into the soil and be able to grow a wider number of plants. Be sure to mulch plants to slow top evaporation and water all of them if it is really dry. Nothing can live in the absence of water.
