I feared the cursed polar vortex had claimed my crape Myrtle, but little by little green leaves have been sprouting in different areas this spring. It is, however, a shadow of its former self and I am wondering whether to let it go and see what develops or do the Myrtle murder thing and hope for the best? Thank you.

You will have to decide if you want to replace or prune the shrub. You may be happier in the long run with an another crape myrtle or whatever plant you choose rather than an unattractive crape myrtle.
To prune remove everything that is dead and you can prune back pretty hard. If there is any portion of the root system alive, it will put out new growth at the base. You can select about 4-5 stems and nurture their growth.
