I have Japanese Weeping cherry and another Japanese cherry tree that have scale extensively. Last year I used ground mustard seed to remediate this but this year it has come back even worse. I was wondering how to treat this and if I have to use chemical or systemic stuff- how, when, what precautions must I take to protect my young family and neighbors walking by.

Lecanium Scales in Ohio Landscapes suggests several treatment options to try before resorting to using a chemical spray for treatment of scale insects. Look for the section titled "Control hints."
Remember when using chemical controls,to always read and follow the label for diections. Check the lable for any necesary safety precautions you need to take when applying the chemical controls.
