Cabbages may not produce heads if planted too close together. See our profile on cabbage for planting and growing information http://extension.umd.edu/learn/vegetable-profiles-cabbage

Cauliflower may not develop usable heads when plants are exposed to stressful conditions. Stressful conditions include exposure to prolonged periods (four or more days) of temperatures below 50 degrees Fahrenheit, dry conditions during the growing season, and infertile soils.
