what ground cover(s) to plant

I want to plant ground covers to control erosion on a the steep slope in my backyard. The slope receives full sun and the soil is clay. (poor soil) There are some weeds growing on the slope that I'd like to remove, but I want to have something in their place so that the soil does not continue to wash away. Any suggestions you can give are much appreciated. I tried mulch, but it washes away. I would prefer low growing ground covers, if possible.

Hi:
That is a tough situation! Have you considered a low growing juniper, such as "Blue Rug"? They are a tough plant and would eventually fill in. However, it would be more expensive than an herbaceous ground cover.
