I want to let my vegetable garden lie fallow in a growing season when I will not be around to maintain the garden. What should be done to prepare the garden to lie fallow?

Letting a garden go fallow for a year does not mean simply letting it go unplanted. you should plant a "green manure" cover crop in this area. This has a number of beneifts - it will shade out weed seeds and provide nutrients to the soil so that this plot will be more productive next year.
