Trees Dying

we have some evergreen trees that appear to be dying at one of our properties (2200 Foothills) and I was wondering if you could look at the attached pictures and give your thought on what is going on. Also, if you could give me some direction

the appearance with mostly lower limbs being affected suggests there could have been damage from blowing snow or snow removal equipment throwing material into the tree. is there damage on the side away from the street? as to potential mortality of the tree, observe whether the growing points on upper limbs are active or dead. as the weather warms this should be evident.
