There's a web on my peach tree with crawley things inside. The rest of the tree looks OK and just finished blooming. Should I take the branch down or smother the bugs somehow before they become moths?

These are tent caterpillars. They are not of great concern though they will eat leaves and the nest will grow larger. If your tree is young and small you may want to put on gloves or use a broom and remove it.
They are great food for birds and another option is to just break the nest open and leave it in place and let the birds have a feast.
