This is my 1st attempt at seed starting. It says to use a warming tray. Can I use a heating pad?

Optimal temperature conditions for media for seed germination and growth is 70-75. I would suspect most heating pads will be too warm. If you have a nice warm spot for your seed trays a heating pad or warming tray may be unnecessary. With a little bit of experimenting you should be able to create the necessary environmental conditions. Best of luck.
