My mother said that I do not have to can beans with a pressure cooker. She said all I need to do is to cook them a lot longer in the hot water bath. Is that correct?

This is not true. Green beans are a low acid vegetables and therefore must be processed using a pressure canner due to the risk of botulism. See fact sheet http://ohioline.osu.edu/hyg-fact/5000/pdf/5344.pdf
