If you live in Minnesota remove straw from the tops of plants but if it is going to freeze, put it back on for the night. However, it should be ok as soon as the straw thaws. This will also allow the soil to warm sooner.

I don't think I understand yet. We cut off our tulips, peonies, etc., then put lots of straw all over the beds. There are no 'tops of plants'. Do we wait until after the threat of freeze passes before removing all the straw?

If you desire your plants to bloom earlier in the season, rake the straw to the side and if frost is forecast, put it back in place until the weather is above 32 degrees again. You should be able to remove it altogether by April 15th.
