I am wanting to change the boulevard in my front from traditional grass to a low maintenance ground cover or plants. Something to stand up to the piles of snow and road silt that comes from winter piles between the street and sidewalk. Any suggestions on what should be considered.

There is a great publication from the U: "Best Plants for 30 Tough Sites" that I have provided a link to. See the section on boulevard plants that will help you choose plants that can tolerate typical boulevard conditions. http://www.extension.umn.edu/garden/yard-garden/landscaping/best-plants-for-tough-sites/
