would lack of water cause citrus tree dead branches

I have a rental in Sacrameno Ca and the bountiful trees are all most all with multiple dead branches. One totally dead. Could this be lack of water?

Yes if the tree was not irrigated it could cause the branches and tree to suffer and die.
