It is difficult to say if the sap is going to be delayed because of the cold weather we have had, but you are still ok to prune without too much sap running if you do it soon. Usually sap starts to run mid-March to mid April.

Maples can be pruned in the winter or in early summer. To avoid having to deal with maples seeping profusely, don't prune them in late winter or early spring. The seeping isn't usually harmful to the tree, but it can be stressful and draw a variety of creatures.
Remove dead or diseased branches any time.

Check with an arborist or certified professional who will perform the pruning if you are concerned.
