When may I start seeds out doors in South Saint Pete?

I assume you are talking about vegetable seeds. Historically the last frost in the county has been mid-Feb. so it would be safe for sure after that. You are in South St. Pete though and should be able to start them sooner by a few weeks- maybe early Feb. Watch the forecast and check to see if any cold weather is expected. That being said, we have had some pretty unpredictable weather in the last few years- last year we had a very cold spell in March, so this is not an exact science. Barring any unforeseen events early Feb. would likely be safe. You may start seeds in a more protected area now for planting in the garden later.
